Marcela Celorio - Founding Partner & Managing Director
Ambassador Marcela Celorio brings over thirty years of diplomatic and leadership experience
across Europe, Asia, and the Americas. A pioneering voice in Cross-Border Diplomacy, she has
led major initiatives in U.S.–Mexico relations, national security, and crisis management. As
former Consul General of Mexico in Los Angeles, she directed the country’s largest foreign
mission and later served as an executive in international finance. Marcela currently chairs
the Polidore Foundation and serves on the boards of Bank of America Mexico and Merrill
Lynch Mexico.
Antonio Carranza - Co-Founder & Partner Financial Strategy
Antonio Carranza is a global finance executive with more than twenty-five years of experience
leading organizations in Latin America, Europe, and the U.S. He specializes in hedging
strategies, business governance, and financial planning, with a proven record of enhancing
cash flow and EBIT performance. Antonio has held CFO and Treasurer roles for public and
private companies ranging from $25 million to $3 billion USD in revenue and today oversees
cross-border finance and investment strategy for X-Borders Group.
Guillermo Fonseca - General Counsel & Partner Compliance Advisory
Guillermo Fonseca is an authority on international law, compliance, and multi-jurisdictional
investigations, with more than twenty years of experience bridging U.S. and Mexican legal
systems. A former senior official within Mexico’s Attorney General’s Office, he has served at
the Embassy of Mexico in Washington, D.C. and the Consulate General in Los Angeles. At
X-Borders Group, he leads cross-border legal strategy, risk management, and compliance design
for clients operating in regulated environments.
Oscar Sanchez Delgado - Partner Regulatory Affairs
Oscar Sánchez Delgado brings twenty-five years of leadership in finance, organizational
management, and regulatory governance within Mexico’s ministries of Finance, Foreign
Affairs, and Public Function. His career has focused on institutional modernization, quality
standards, and process optimization. Oscar’s analytical approach and public-sector insight ensure
operational excellence and regulatory integrity across all X-Borders Group engagements.
Sandra Lopez - Director Strategic Relations & Client Engagement
Fluent in Spanish, English, and French, Sandra López is a specialist in international relations,
government affairs, and strategic communication. She has managed diplomatic openings,
public-relations campaigns, and cross-sector partnerships throughout the Americas and Europe.
